Default Mother In Law burial wishes

My mother in law just passed away from cancer. She wanted to come live with us two months ago. She told me in the last two months her wishes for burial. She wanted cremation and a simple memorial with just 8 family members. My problem is, her daughter, (who is not one she wanted there) is trying to make me have this big memorial service and fly family members in even. I want to do what my mom in law wanted me to do. I know if I tell her daughter everything she said, it will hurt her deeply. How in the world am I going to pull this off. I already feel guilt thinking that her last wishes will not be respected. If I tell the daughter why I had the small simple memorial without her, I will feel awful knowing that I caused so much hurt. I am caught in between, it seems. I feel I have to do what mom wanted since she trusted me to handle her medical proxy and burial arrangements for her instead of one of her children. How would you handle this?

I am so struggling with this
